On April 1, 2019, Morris Ridge Solar Energy Center, LLC (a subsidiary of EDF Renewables, Inc.), submitted a Preliminary Scoping Statement (“PSS”) for the proposed 1,350-acre Morris Ridge solar energy facility. Morris Ridge is proposed for the Town of Mount Morris in Livingston County, New York. Although the Morris Ridge solar project was publicly proposed on July 16, 2018, as of April 10, 2019 only four public comments on the project have been filed: three by local and state politicians who support the project, and one by a person who appears to generally support solar energy. The small number of comments raises concern that many people in the project area are not aware of the proposal. More vocal public opposition or support might be expected when a 1,350-acre facility of any kind is proposed for a rural community.
